At Your Bidding is a guide for charity trustees about commissioning and tendering for public services, published in partnership with the Local Government Association.
This publication is not a detailed technical manual on how to tender. The focus is squarely on the key issues that individuals need to be aware of in fulfilling their duties as charity trustees.

The Sustainable Funding Guide launch
As lead partner for The Sustainable Funding Project (
In these difficult economic times, small groups and charities are finding it increasingly difficult to maintain the funding that they need to operate. While there is no one-size-fits-all solution, the Sustainable Funding Guide helps groups to consider the options that are available and to plot a clear fundraising strategy that will meet their future needs.

Compact updates
Awareness-Raising workshops evaluation
In February 2010 Voluntary Norfolk commissioned Mary Mustoe and Suzanne Crouch to undertake the development and delivery of a series of workshops aimed at bringing representatives from the statutory and third sectors together to ‘introduce key aspects of the COMPACT and to explore its application in Norfolk.’
Dennis Mawson, Norfolk Compact Officer, worked with Mary Mustoe and Suzanne Crouch on a series of countywide workshops to address the lack of awareness of the Norfolk Compact in the public and voluntary sectors.
Seven workshops were delivered during the months of March to July 2010, a total of 139 participants attended (47% Third Sector and 53% Public Sector).
Feedback from the sessions was overwhelmingly positive.
The final evaluation report entitled ‘Raising Awareness of the Compact in Norfolk’ is available as a PDF download.
National Compact consultation

The response from Voluntary Norfolk to that consultation is available as a PDF download.

The Big Society event
On Friday 10 September 2010 over 50 delegates representing a cross section of voluntary organisations in Norfolk assembled at Voluntary Norfolk to consider the possible opportunities and challenges presented by the Big Society.
Providing the backdrop were presentations from:
What follows is a summary of the hopes and concerns identified by the delegates.
They are not all novel: they echo much of what has been said across the voluntary sector on a national basis, but as they come direct from the front line they carry a particular significance. They are offered here as food for thought for MPs and for colleagues in the statutory and voluntary sectors in the hope that they will inform thinking as we all move forward, drawing the maps of the Big Society as we progress.

The Challenge of the Cuts
Over the next few months Voluntary Norfolk will be running articles and updates about the impact of public sector cuts on the voluntary and community sector. We will also be covering developments in the Big Society – especially in relation to the expectations on the role of the sector.
The first of these articles reports on the Providers’ event held on 3 August at Voluntary Norfolk’s Pottergate Meeting and Training Rooms which asked: “How can the sector prepare for and respond to public sector funding cuts?” Over 40 people attended from a wide range of provider organisations – mental health, health and social care, older people, domestic violence and children’s services.
A summary of key information from the event is available as a PDF download. A full report, including how organisations are beginning to prepare for cuts, and what steps we can take together as a sector, will be available shortly.
In the meantime, we welcome your thoughts and responses to the three questions participants discussed at the event. (See end of PDF).
To get in touch, or for more information about the Providers’ event or other matters relating to cuts or the Big Society, please contact Claire Collen, LAA Manager, 01603 883840 claire.collen@voluntarynorfolk.org.uk
Minister for the Cabinet Office Francis Maude and Minister for Civil Society Nick Hurd have written an open letter to the voluntary, community and social enterprise sectors asking them to share their ideas about how they can help reduce the deficit directly with the Office for Civil Society.
Ideas and examples from the sector can be posted on the Cabinet Office website or e-mailed directly to sectorchallenge@cabinet-office.x.gsi.gov.uk
Speaking to an audience of local community groups, charities and community leaders, the PM will set out how the Big Society will be “the biggest, most dramatic redistribution of power” from the state to individuals.

The Challenge of the Cuts report
Anticipating difficult times ahead, Voluntary Norfolk convened an event for front-line providers in early August which asked: How can the sector prepare for and respond to public sector funding cuts?
Over 40 people attended from a wide range of organisations – mental health, social care, older people, domestic violence and providers of services for children and families.
Although the report has been written by Voluntary Norfolk, it was agreed that it ‘belonged’ to all participants for them to use in whatever way they felt most appropriate.
The report will be circulated and presented to public partnerships. Participants at the event asked for a follow up session later in the year following announcements in the Comprehensive Spending Review.
